Program Director

Silvia Fernández

Silvia Fernández is a Program Director at the International Coalition of Sites of Conscience (ICSC), where she oversees ICSC’s membership engagement and leads initiatives that strengthen the global Sites of Conscience movement. She supports ICSC’s members by fostering collaboration and knowledge-sharing, building a network of solidarity and support, and driving collective advocacy that amplifies their impact.

Silvia has been working with ICSC membership since 2008, driven by her belief in and commitment to using memory as a tool for social change. She is passionate about networks, working across disciplines, and engaging diverse stakeholders, interests she brings to life in her work at ICSC.

Originally from Spain, Silvia built her professional career in the United States, specializing in the design, implementation, and evaluation of global human rights and social justice programs. Throughout her professional career, she has supported a wide range of public and private institutions; organized international conferences and workshops on human rights, transitional justice and memorialization; and presented at global summits on innovative approaches to human rights education. She holds an MA in International Education (Human Rights and International Development) from New York University and a BS in Politics and International Relations from the University of Southampton, UK.

Silvia loves spending equal parts of her time with family and friends, traveling, hosting dinners, or going to museums, and spending time alone (or with her dogs) hiking, surfing, or reading.
