Devon Gulbrandsen
Devon Gulbrandsen is a Program Manager at the International Coalition of Sites of Conscience, where she leads initiatives that strengthen the capacity of communities, institutions, and governments to engage in meaningful memory, justice, and healing work. At ICSC, Devon supports partners across regions in designing and implementing programs that honor lived experience, elevate marginalized voices, and embed trauma-informed practices into truth-telling, documentation, and public memory processes.
For the past nine years, Devon has worked at ICSC because she believes that when memory is centered on people, dignity, and truth it has the power to transform societies. She comes from a family of storytellers both in the written word and through art and has always been drawn to how we tell our stories and the methods that we use. She is driven by the idea that communities most affected by harm should be the ones shaping their own narratives, leading healing, and informing policy. The Coalition’s global network, collaborative spirit, and commitment to co-creation reflect the values that have guided her career.
With a background in human rights, transitional justice, and community-centered program design, Devon has led cross-regional initiatives, facilitated multi-stakeholder engagement, and developed practical strategies that bridge policy frameworks with local priorities. Her approach is grounded in deep listening, relationship-building, and trust. Across her work, she is committed to creating spaces for dialogue, reflection, and resilience ensuring that memory work uplifts voices, strengthens communities, and contributes to lasting justice.
In her free time, she runs multiple book clubs, plays tennis, attends gallery events and volunteers in her community animal shelter whenever she can.
