On the night of Tuesday, July 22, the home of Dora Roblero, Director of Frayba, was raided. This marks the second unauthorized entry into the home of a member of this organization, which is part of our networks, and comes amid increasing violence in the city of San Cristóbal de las Casas, Chiapas, Mexico.
RESLAC and ICSC demand the safety and protection of the Frayba team and Dora Roblero. We call for an immediate investigation into this break-in, which is the second incident targeting members of the organization. We stand in unwavering solidarity with memory workers, institutions, and communities committed to preserving truth and advancing justice.
We recognize and value the work of Frayba, which has been part of our networks for more than 15 years. Alongside Las Abejas de Acteal (also a network member), they have worked tirelessly in the region for memory and human rights, with dedication and perseverance in a territory marked by persistent violence against human rights defenders.
In its statement, Frayba denounces that this incident is part of a broader context of harassment, intimidation, and systemic surveillance, which they have reported to the federal and state governments, as well as to the Inter-American Commission on Human Rights (IACHR), which has granted precautionary measures to Frayba members.
We share below an excerpt from Frayba’s statement describing the events:

(…) Dora Roblero was recently confirmed as Director of Frayba by the Board of Directors on July 4, in the same context in which this violent act was carried out as a repressive measure against the continuity of the Center’s political work.
The break-in occurred around 7:52 p.m., when a neighbor noticed that the front door of Dora Roblero’s home was open. After being alerted, Dora asked them to turn on the living room light and close the door. When they did, they heard a noise upstairs and immediately shut the door and left the premises. Frayba team members arrived at the home at 8:30 p.m.
Upon arrival, several signs of forced entry were observed: the street lamps were not working despite being motion-sensor activated, the main door lock was forced, a chair had been moved into the kitchen, the backdoor had no latch, a second-story window was wide open, and a shampoo bottle was found on the shower floor.
Given the seriousness of the situation, the emergency button of the Protection Mechanism for Human Rights Defenders was activated at 9:30 p.m. However, the institutional response was negligent and evasive. At 9:39 p.m., a state agent called only to ask about the precautionary measures, without offering support or taking action. Dora noted that she never received the contact information of the agents responsible for patrolling her home. The only suggestion was to call 911.
The lack of protection continued. At 10:02 p.m., a municipal police patrol arrived with four officers, who only conducted a brief interview without taking further action. At 10:40 p.m., four state guards arrived but did not implement a proper protection protocol and left the site by 11:00 p.m.
As a result of these events, a formal complaint was filed with the District Attorney’s Office of Altos for the crimes of illegal entry and any other applicable offenses, under case number R.A. 0958-078-0305-2025.
It is clear that justice will not come from the Mexican government, as demonstrated by the ongoing impunity in cases like that of Simón Pedro and Father Marcelo.
